• Identify initial capabilities and target end-users of these capabilities.
• Bundle and integrate existing know-how, technologies, and data for supporting the planned capabilities.
• Perform additional R&D required for deploying the identified new capabilities, considering requirements by the target end users.
• Disseminate information on the new capabilities and train end users on the new capabilities..
